Abstract: Abstract Many authors have examined the course of public policies which seek to foster regional development in Latin America, and which now extend back half a century (Boisier, 1993a; de Mattos, 1986; Gilbert, 1976; Helmsing and Uribe-Echevarría, 1981; Stohr, 1969). The original conceptual and methodological matrix of each of these policies has been investigated, the policies have been typologized into broader analytical categories, the outcome of each has been evaluated, the functionality of each in relation to the ‘styles’ of development in force at different times in history has been discussed, then have been discarded in toto on the basis of ideological considerations, or have been partially reformulated on the basis of technical considerations. Ultimately, their examination has yielded more questions than answers.
