Abstract: Abstract National figures on average living standards and poverty levels in any country may mask large regional variations. A naive view of the Communist period in Central Asia might see central planning as having produced small regional differences. But observation of living standards within the Central Asian republics prior to 1991 suggests that this was far from the case (for example, Lubin, 1984), with differences in regional endowments of natural resources combining with other factors to produce some notable variation in regional living standards.
