Abstract:
Abstract ‘Sozialpolitik‘ (social policy)1 in Germany has developed in the main during the last 200 years. One can argue, however, that a complex interaction of numerous factors had been taking place much earlier and had led to the gradual emergence of previously unrecognized social issues and to new perceptions of these. They would range from improvement of sanitary and health conditions with resulting population increase, to striving for personal freedom and self-realization, and to the discarding of traditional restrictions by feudal serfdom and guild rules. These issues surfaced not necessarily by revolutionary action. Government reforms contributed significantly.
