Abstract: Abstract The issue of escalating social costs has occupied almost all the economies of the free world since the early 1980s. These costs began to absorb an ever-increasing percentage of the national budget, leading to increased tax, to a feeling of having to fund fraud and wastage, and disagreement with the funding of lazy or addicted people living on welfare. Much of the impetus for the Thatcherite, Reagan and the other right-wing collected personalities of the 1980s and early 1990s can be seen as an attempt by the citizens to rid themselves of these rising costs.
