Abstract: Abstract Concern for the welfare of the peoples of African and other low-income countries motivates much of Gerry Helleiner’s work. So does his scepticism about the International Monetary Fund as an agency for promoting the well-being of those countries, and his desire to influence the Fund, and the wider ‘system’ of which it is a key component, in ways that will give them a more benign influence. This essay is offered as an input into a debate to which Gerry has made such a major contribution.
