Abstract: Abstract The increased participation of small and medium-sized enterprises (SMEs) in international production is a phenomenon worthy of research and analysis. For the purposes of this chapter, SMEs are defined as firms which employ ‘less than’ 500 people in manufacturing, ‘less than’ 100 in wholesale trade and ‘less than’ 50 in retail trade and other services1 (this definition differs from that used in the study reported by the bulk of this book — see the Preface). Although several studies have taken note of the general phenomenon of SMEs,2 there is a need to assess whether small and medium-sized transnational corporations (TNCs) differ from large TNCs in their behaviour and in their effects on home and host-country economies. Such differences, if they can be substantiated, should be incorporated into national economic policies on foreign direct investment (FDI).
