Abstract: Abstract During 1990–4 there was a surge of foreign capital inflows to developing countries in Asia. The net inflow during the period was $261 billion, more than twice that for the entire 1980s (IMF, 1995a). It represented approximately 50 per cent of total capital inflows to all developing countries.2
