Abstract:
Abstract By the end of 1974 what had been clear at the beginning of the year was officially recognized: EMU had failed. The experiences of the early 1970s seemed to lead the Community further away rather than closer to the achievement of greater union by the 1980 deadline. In addition, the conditions during the mid-1970s did not promise quick regeneration of a spirit leading to monetary integration.
