Abstract: Abstract It was particularly fitting that the first subject that Singer took up again on arriving at IDS was that of unemployment, the subject of his first employment after taking his doctorate at Cambridge (see Chapter 4). He undertook a consultancy with ILO in Geneva between the end of his UN career on 1 January 1969 and his arrival at IDS in April of that year on its newly launched World Employment Programme (WEP) (Morse, 1968; Singer, 1970e).2 This became an important element in the first years of his affiliation with IDS, starting with participation in a conference in Philadelphia, United States in 1969 on the occasion of the 50th anniversary of the ILO and the 25th anniversary of the Philadelphia Declaration which reconstituted ILO. His personal involvement related mainly to work as a consultant to ILO, with special responsibility for the Asian branch of WEP in Bangkok, Thailand. This involved visits to Bangkok and led to holding a training course (jointly with Ronald Dore who at the time was also a fellow at IDS) on employment problems in Asian countries at the UN Institute for Planning and Development there.
