Abstract:
Abstract By enhancing access to information and augmenting the process of information exchange, information and communication technologies (ICTs) offer enormous opportunities for growth, enhanced productivity and improvement in efficiency in all spheres of human activity. Unfortunately, however, the fruits of this ubiquitous technology are very unevenly distributed across different countries. On the one hand, we have a few countries like the US with a high level of IT diffusion (about 400 computers per 1000 people), where IT contributes significantly to GDP.1 At the other extreme are a number of developing countries, where the extent of IT diffusion remains very low.2 The observed ‘digital divide’ is best summarized by the fact that ‘more than half of humanity has never made a phone call’.3
