Abstract: Abstract The reasons for paying well ministers, MPs, judges and other senior members of any government administration are incontrovertible and obvious. Low pay equals high corruption. So, it is extraordinary that most of Asia’s governments do not pay their senior officials decently and that international aid and lending bodies such as the International Monetary Fund (IMF) and the World Bank do not insist upon it as part of their reform agenda for countries seeking assistance from them.
