Abstract: Abstract This chapter analyzes the sustainable tourism development ensured by two pillars: (1) The Carrying Capacity of the destination and (2) The economic impact of tourism in the total economy. The criteria and sub-criteria of Carrying Capacity among the natural limits, the natural resources and the resilience of the environment, and the social burdens, as well as those of Tourism Satellite Account, such as GDP, employment, local income and tax revenues, will be selected and evaluated by experts, using the Analytic Hierarchy Process. This study proposes the TCC-TSA model which will determine the tourism policy preferred by region aiming to maximize the positive impacts and minimize the negative effects. The results will support local and federal policy makers to design and apply tourism development ensuring sustainability.
