Abstract: Abstract The chapter aims to investigate an issue that is empirically little explored but extremely relevant to public management and control: the measurement of public value in a Recovery Plan. Indeed, the literature review highlights a gap in measuring public value in the EU Recovery Plan. The case study selected is a Research Project funded by the National Recovery and Resilience Plan (PNRR), which is in turn financed by the Next Generation EU of the European Union. The analysis conducted elucidates three dimensions of KPIs: output, outcome and impact. Measuring public value has the potential to disrupt conventional public management practices, promoting a shift towards frameworks that prioritize citizen engagement.
