Abstract: Abstract The paper presents paradigmatic differences between secular and Islamic worldviews in related to understanding of human nature and human development. It outlines the Tawhīdī paradigm with its ontology, epistemology, anthropology, and teleology to establish a framework for Islamic HDI. The paradigmatic approach and Tawhīdī anthropology are both unique way of defining and measuring human development. The paper also defines key elements of human development and suggests proxy variables in constructing a new index with those variables.
