Chapter Chapter 13 in Regulation and Finance in the Port Industry, 2022, pp 211-235 from Palgrave Macmillan
Abstract:
Abstract German ports are important logistics facilitators for the country’s economy. Among the most advanced in the world, they show a great diversity in governance and financing structures where public interest coexists with competitive pressure. In addition to the largest cases of Bremen and Hamburg, municipal ports operate next to state-owned and privatized ones. This chapter reviews the structure of ownership and operations of the ports in the five German coastal states describing how the landlord port governance model has been interpreted in a variety of ways in Germany responding to the needs of local industry and the constraints of public budgets.
