Abstract: Abstract This chapter discusses the case of the Kenyan port system from the angle of Port Finance and Regulation. Next to being Kenya’s major port, the Port of Mombasa is a key gateway for landlocked countries such as Uganda, Rwanda and Burundi. The region is characterized by an increasing degree of port competition with, e.g., the presence of the ports of Dar-Es-Salaam (Tanzania) and the port of Djibouti (Djibouti). Both Kenya and Tanzania have planned the construction of new mega-port complexes in a bid to become leading transshipment hubs not only for containers but also for other traffics such as petroleum products exported out of Uganda. The chapter presents a discussion on how these evolutions influence port finance and regulation in the region. First, Kenya’s port system and performance is analyzed from a historical perspective, after which we describe the main port regulation and finance instruments, using internal documents of the Kenya Ports Authority such as financial, business and master plans. A future outlook is provided as a conclusion.
