Abstract:
Abstract As is the case in many other developing countries, the provision of water services in Brazil was very deficient in the 1950s and 1960s. There were different management models in place involving municipalities who provided water and sanitation services independently, while others formed consortia with neighbouring municipalities, and in some cases the state departments were in charge of the entire production process, including planning, construction and operation.
