Abstract Since the mid-1990s, poverty reduction and the achievement of better living conditions in poor countries have slowly gained a place on the national policy agenda of developing countries, while, following the adoption of the Millennium Development Goals, the achievement of quantitative targets in these areas has become the main goal of international development.
