Abstract:
Abstract When you talk to someone about the difficulties regarding reconstruction in the new Länder (the so-called Aufschwung Ost), he or she will certainly mention the key phrase, ‘unknown ownership of private property’ (ungeklärte Eigentumsverhältnisse). This is said to be the obstacle for the investment of capital or — more often — is the pretext for idleness while other difficulties prevail.
