Abstract: This publication is part of a Joint Research and Policy Project, entitled �South Asia as a Dynamic Partner: Prospects for the Future�, that brought together scholars and policy-makers from South Asian countries for a dialogue on economic development in South Asia through the 1990s. This project was sponsored by the International Center for Economic Growth (ICEG) and the Indian Council for Research on International Economic Relations (ICRIER) with research and coordination efforts from the East-West Center.
