Abstract: Настоящий научный доклад посвящен анализу экономических реформ, осуществляемых в России после 2000 г. и оказывающих непосредственное влияние на человеческий капитал. Речь идет о реформе образования и реструктуризации бюджетного сектора экономики, в том числе о Федеральных законах «Об автономных учреждениях» от 3 ноября 2006 г. и «О внесении изменений в Бюджетный кодекс РФ в части регулирования бюджетного процесса и приведения в соответствие с бюджетным законодательством Российской Федерации отдельных законодательных актов РФ» от 13 апреля 2007 г. Кроме критического анализа осуществляемых преобразований, в докладе представлены теоретические размышления автора и разработанные им в разные годы практические рекомендации в отношении альтернативных реформ в социальном секторе экономики. Доклад состоит из введения и трех глав.

The present scientific report is devoted to the analysis of the economic reforms. which have been implemented in Russia since the year 2000 and which have a direct impact on the human capital. We are talking about the education reform and the restructuring of the public sector of the economy, including the Federal Laws "On autonomous institutions" dated the 3d of November, 2006, and "On making amendments to the Budget Code of the RF regarding the regulation of the budget process and the alignment of Certain Legislative Acts of the RF according to the budget legislation of the Russian Federation”, dated 13th of April, 2007. Besides the critical analysis of the undertaken, or implemented, reforms, the report presents the theoretical reflections of the author and the practical recommendations for alternative reforms in the social sector of the economy, which were developed by him in different years. The report consists of an introduction and three chapters.
