Abstract: This monograph examines the state of forest governance in the Philippines and how the transition to community-based management has progressed as far as the local government unit/local community capacity is concerned. This monograph also attempts to explain whether or not devolution automatically leads to grassroots empowerment. It identifies the fundamental conditions for successful transition from government-controlled to communitybased mode of forest governance.
