Abstract: Abstract Tariff harmonization and the adoption of a common external tariff have been a major goal of the founding fathers of the Economic Community of West African States (ECOWAS) since the formation of the regional economic community in 1975. However, over the next 25 years not much was achieved in this direction until the year 2000 when at a summit of the Heads of State of ECOWAS member states held in Abuja, Nigeria, it was resolved to adopt a common external tariff (CET) against third countries with effect from first January 2001. It was also resolved that the ECOWAS CET is to be based on the lowest custom duties currently applicable in the Community.
