Abstract: Abstract Much like other rising powers, seeking aggressively to cement their involvement in Africa, Turkey has also engaged in summit diplomacy with the continent. Yet, Turkey’s African involvement goes beyond summit diplomacy and benefits from the use of different soft power tools and strategies including humanitarian aid and development assistance, trade relations, educational opportunities, and cultural diplomacy. Although there is an overemphasis on Ankara’s soft power network, the last few years have also seen that it has expanded military and security ties with African countries. Turkey’s rising power aspirations, its quest to establish new alliances, the desire to compensate its turbulent and disappointing relationship with most of its traditional allies as well as neighboring countries, and the search to diversify trading partners all play large roles in its increasing interest toward Africa. This paper aims at exploring the major tools and strategies used by the Turkish government for an enhanced role and presence in the continent.
