Abstract:
Abstract This chapter traces the history, and significant factors such as political systems, legal regimes and energy sectors that have shaped Africa’s energy regulatory regime. This will be discussed within the political settlement theory to understand the barriers, drivers and outcomes of regulation on the continent. The chapter will also review the Electricity Regulatory Index published by the African Development Bank to examine the performance of regulators on the continent.
