A chapter in The Future of African-European Relations, 2025, pp 211-218 from Springer

Abstract: Abstract This chapter argues that remote management is increasingly becoming a standard mode of delivery in development cooperation, especially in fragile or conflict-affected environments. Traditionally seen as a short-term response to insecurity, it now emerges as a permanent strategy due to rising security challenges and travel restrictions. The chapter explores how international donors, unable to maintain physical presence, manage projects remotely while addressing risks like reduced effectiveness, accountability and potential corruption. It also emphasises the need for context-sensitive risk assessments, innovative monitoring tools and local partnerships. Remote management offers an opportunity to rethink donor-driven models and foster local ownership in development projects.
