Abstract: Abstract This study aims to examine the relationship between adaptive leadership and organizational resilience, emphasizing the mediating roles of organizational learning, crisis preparedness, and digital innovation. The research employed a quantitative approach through a cross-sectional survey conducted at Perum LPPNPI (AirNav Indonesia), the national air navigation service provider. Data were analyzed using Partial Least Squares-Structural Equation Modeling (PLS-SEM). The findings indicate that adaptive leadership does not have a direct effect on organizational resilience. Instead, its influence is fully mediated by in- ternal organizational mechanisms. This highlights that organizational resilience is not solely determined by leadership attributes but is shaped through the synergy between leadership practices and internal organizational systems, such as learning culture, structured crisis preparedness, and the capacity for digital innovation. Theoretically, this study enriches the literature on adaptive leadership by positioning it as an enabling catalyst that fosters resilience rather than a standalone factor directly determining outcomes. Practically, the findings provide strategic guidance for high-risk public organizations to strengthen their internal systems as the primary foundation for building resilience in times of crisis.
