Abstract: Abstract The Dongguan-Hong Kong International Airport Center, the world’s first cross-border sea-air intermodal project with direct airside access, has boosted logistics efficiency through its “Dongguan security screening, Hong Kong direct flight” model. However, it faces core challenges including institutional barriers, transportation inefficiencies, and insufficient warehouse intelligence. This study uses case analysis, comparative benchmarking, and policy analysis to propose integrated solutions: a Guangdong-Hong Kong collaborative regulatory mechanism, an end-to-end smart customs clearance system, a “sea-land-low-altitude” multimodal network, and intelligent warehouse modernization. A phased roadmap (2025-2030) is outlined to develop the center into a globally leading cross-border logistics hub[1].
