Abstract: Abstract Previous studies have shown that the change of industrial structure is an important factor affecting economic growth and ecological efficiency, and the impact on resource consumption and environment in the process of economic growth depends on industrial structure. In this paper, firstly, the theoretical mechanism of the impact of industrial structure changes on ecological efficiency is analyzed from the two dimensions of industrial structure upgrading and rationalization. Then, based on the panel data of urban agglomeration in central and southern Liaoning, China, econometric analysis is carried out with Eviews. The data of nine prefecture-level cities in this urban agglomeration from 1990 to 2019 are empirically tested, and a fixed effect model with variable intercept is constructed. Finally, according to the results of econometric analysis, this paper puts forward some policy suggestions to improve ecological efficiency in the process of industrial structure change in urban agglomerations.
