Abstract: Abstract Data asset value assessment is the foundation of modern data asset management and operation as well as data circulation. Based on the theory of value creation, the thesis constructs a data asset value assessment model based on the theory of value creation, considering the factors of data development and data realization, and takes the data of China’s Shandong government platform as an example, and the results of the calculations show that the data asset value assessment model constructed in the thesis can be effectively applied in practice, and play the role of promoting the process of data assetization.
