Abstract: Abstract This paper examines public engagement in university canteen governance. Literature review identified influencing factors, leading to the development and pre-testing of a scale. Exploratory and confirmatory factor analyses, reliability and validity tests, correlation analysis, and regression analysis validated seven factors: behavioral attitude, subjective norm, perceived behavioral control, willingness to participate, personal perception, participation platform, and coordination and linkage. The scale shows good reliability and validity. Findings reveal significant correlations between these factors and public participation willingness, without multicollinearity, informing university management innovation and policy-making.
