Abstract: Abstract This paper deeply discusses the key role of “specialized and special new” enterprises in promoting high-quality economic development, and analyzes the successful experience of Germany, Japan and other countries in cultivating similar enterprises. This paper compares the policies and measures of some advanced provinces and cities in China, such as Zhejiang and Guangdong, in terms of capital incentive, tax support, credit policy and talent support, and shows the current distribution and development status of “specialized and special new” enterprises in China through data analysis. The paper also points out the successful experience and improvement direction of the relatively backward cities.
