Abstract: Abstract Given our country’s rapid economic development, the concept of smart cities has made rapid progress since its introduction and construction. This article divides the development characteristics of smart cities since 2008 into three stages: digital construction, information construction, and the application of new-generation digital technologies. This article finds that the current status of smart city construction in our country has problems, such as defects in the operation mode of smart cities, data sharing and security issues, and a lack of talent and funds. It compares the smart city construction practices of Shanghai and Hangzhou and formulates a smart city development plan accordingly.
