Abstract:
Abstract During the “15th Five-Year Plan” period, the development of state-owned enterprises faces a more complex and changeable internal and external environment. The State-owned Assets Supervision and Administration Commission (SASAC) continues to optimize the planning management system of state-owned enterprises, and further improves the requirements in terms of planning management system, organizational system, compilation procedure, implementation and execution, evaluation and adjustment, etc. This paper deeply analyzes the theory of strategic planning management, studies and proposes the management process and implementation mechanism of the development planning of state-owned enterprises, and provides reference for state-owned enterprises to formulate and implement the “15th Five-Year Plan”.
