Abstract: Abstract Population plays a crucial role in the advancement of Chinese modernization. High-quality population development constitutes the core essence of high-quality development, while a young population serves as a fundamental, comprehensive, and long-term strategic element of our nation’s progress. The adage, “If the youth are strong, the country is strong,” underscores the intrinsic link between youth development and national development, posing a significant challenge to the propositions of our time, particularly in the context of the forthcoming “15th Five-Year Plan” period. In this new era, young individuals embark on a transformative journey towards achieving the second centenary goal, characterized by distinctive group traits and the cultivation of shared collective memories, positive habits, and common values. The concept of the “social clock” endows youth with pronounced social attributes, reflecting their developmental characteristics in the new era across various dimensions such as educational attainment, individual autonomy, population mobility, internet culture, and physical well-being. This paper investigates the internal logic, challenges, and obstacles encountered by the new quality youth, alongside the tangible pathways through which new quality productivity can facilitate the high-quality development of this demographic. The findings hold practical significance and serve as a vital benchmark for assessing the process of Chinese-style modernization.
