Abstract: Abstract The purpose of this study was to explain the effectiveness of PT Berau Coal CSR program in the empowerment of local cocoa farmers economic development. It was a qualitative research employing the model of Effectiveness measurement founded by Campbell J.P., et al. (1989). Data were collected by in-depth interviews with individuals involved in the research context, they were Berau Cocoa, PUSLITKOKA Indonesia and cocoa farmers, as well as focus group discussions with cocoa farmers. In addition, the documentary related to the CSR program implementation and its impacts was explored and examined through In-depth interview and focus group discussions. The study found that the goals of cocoa farmers empowerment program had been effectively accomplished, such as, technical assistance, farming resource delivery, increased production, and postharvest technology. Nevertheless, this program still needs to pay more attention to the fulfillment of cocoa seed stock, the provision of agricultural production facilities, especially more training for cocoa farmers. More attention needs to be paid on farmers’ good income to meet the minimum income standard of Berau Regency. In this respect, PT. Berau Coal strives to achieve the target of 20,000 future plots of land, increase the productivity of cocoa plants through the application of grafting (sambung samping) and in collaboration with Coffee and Cocoa Research Center (PUSLITSKOKA) in Indonesia.
