Abstract: Abstract Maritime governance in Southeast Asia faces complex challenges that demand strategic pathways to enhance resilience and sustainability. This systematic literature review (SLR) utilizes the ROSES methodology to analyse key themes of resilience mechanisms, adaptive governance, and sustainability practices. By reviewing 30 high-quality articles from leading databases, the study identifies notable advancements in ecosystem-based management and collaborative governance models, but also highlights significant gaps, such as the lack of standardized resilience metrics, cross-border collaboration frameworks, and technological integration. To address these challenges, the paper proposes developing standardized assessment frameworks, establishing regional governance bodies, and promoting technology transfer. These recommendations offer actionable strategies to enhance maritime governance resilience and sustainability, contributing valuable insights for policymakers, practitioners, and researchers in navigating evolving maritime challenges.
