Organizational Operational Capacity: A Challenge in Policy Capacity in Southwest Papua

Abstract: Abstract This research was written to analyze the operational capacity of organizations in women’s empowerment and child protection policies in Southwest Papua. The method used in this research is a qualitative approach. Data sources consist of primary and secondary data collected through observation and interviews. as well as documentation studies. This research uses the Organizational Level Policy Capacity theory proposed by Wu et al. (2017). The budgeting and resource sub-indicators of the Southwest Papua Social Service, Women’s Empowerment and Child Protection Program (DSPPPA) can be said to be good, which is reflected in the results of surveys and interviews with victims and communities involved in handling complaints showing a high level of satisfaction and the application of the principles gender responsive planning, transparency and accountability. However, DSPPPA Southwest Papua faces challenges in operational capacity, including limited human resources and infrastructure. Nonetheless, they continue to increase their effectiveness through collaboration with civil society organizations, government agencies, and educational institutions. Implementing gender responsive budgeting principles is also a focus to ensure efficient resource allocation.
