APIP Organizational Capacity in Supervision in the Regional Government of Southwest Papua Province

Abstract: Abstract This study aims to analyze how the capacity of the APIP organization in carrying out internal supervision within the Southwest Papua Provincial Government. As a new autonomous region, of course, this province experiences various challenges in the implementation of various government affairs. For this reason, APIP as an organizational unit in charge of supervision for all agencies has a crucial role to ensure that all agencies are in the right work system. The research method is qualitative with a case study approach. The data sources in this study are primary data obtained from observations and interviews and secondary data obtained from various relevant documents. This study uses Douglas (2003) theory related to organizational capacity which contains 2 main dimensions, namely resources and management. The use of the theory is based on the ability to comprehensively see the capacity of the organization and then associate it with the context of supervision. The results of the study show that the capacity of the resources owned is still limited even though they have participated in many training activities. This will also have implications for the ability to use and optimize information technology in the implementation of supervision. In addition, APIP needs to collaborate with other parties and ensure that the collaboration built runs optimally, effectively and efficiently. This needs to be ensured by conducting regular monitoring to increase the organizational management capacity by APIP.
