Public Service Innovation: Case Study on PROPTSP in the Department of Capital Investment and One-Door Integrated Services (DPMPTSP) South Sulawesi Province

Abstract: Abstract This research aims to explain how the ProPTSP innovation is implemented in the DPMPTSP of South Sulawesi Province. This study uses a descriptive qualitative method with data collection techniques through observation, interviews, and document reviews. Then the data analysis technique is carried out by data collection, data reduction, data presentation, and verification and confirmation of conclusions. The results of the study indicate that the ProPTSP innovation has not been implemented optimally. In the Use indicator, all permits and non-permits are submitted using the ProPTSP innovation. However, there is still incomplete information and users are still confused. In the Performance indicator, the ProPTSP innovation is free of charge. However, according to some people, the fulfillment of output is quite long. In the User attitudes and beliefs indicator, users trust the ProPTSP innovation because the South Sulawesi Province DPMPTSP apparatus is committed to maintaining the data of ProPTSP innovation users. In the Integration into the organization indicator, licensing and non-licensing services at the South Sulawesi Province DPMPTSP have been integrated through the ProPTSP innovation. However, there are still OPDs that operate independently and some users often experience disruptions in accessing the ProPTSP innovation. In the Effectiveness of implementation effort indicator, this innovation is considered effective by the South Sulawesi Province DPMPTSP apparatus and Innovation users. However, several obstacles are still felt by the South Sulawesi Province DPMPTSP apparatus, such as high development costs and people who are not yet technology literate. Obstacles from the user side include unclear information, storage of file progress, insufficient manpower in serving the chat feature, manpower that is not friendly in the chat feature, files that must be compressed, and files that must be physically brought to the relevant OPD.
