Abstract: Abstract This study aims to determine the forms of participation, supporting factors and inhibiting factors in this study. This study aims to determine the effect of tourism development on community participation, this research uses qualitative methods, with data collection techniques through observation, interviews and document studies. This research was conducted in Southwest Papua Province using the typology theory of community participation in tourism proposed by Tosun (2006). The results of this research reveal a framework for understanding various forms of community participation, namely Spontaneous Participation, Induced Participation, and Coercive Participation. Community-based tourism management in Southwest Papua Province shows the importance of community participation in every stage of tourism development. The government of Papua Barat Daya has provided various spaces to involve the community in tourism planning and development, such as public discussion forums, village meetings, and workshops. While there are spaces for discussion, some community members may feel that decisions have been made without significantly involving them. Therefore, it is important for all stakeholders to avoid coercive participation practices in community-based tourism development.
