Abstract: Abstract This study aims to analyze the organizational capacity of the Regional Financial and Asset Management Agency (BPPKAD) of West Papua Province in managing special autonomy funds (Otsus). The Otsus Fund is a strategic policy of the Indonesian government that is expected to accelerate development and improve the welfare of the community in the region. Through a qualitative descriptive approach, this study identifies and evaluates three dimensions of organizational capacity according to Hall (2003). The results of the study indicate that the financial capacity of BPPKAD has been well supported by budget allocation mechanisms ranging from planning to supervision. However, the effectiveness of budget allocation still needs to be improved, especially in overcoming funding limitations for long-term activities. On the other hand, the human resource dimension shows weaknesses in the placement of employees who do not match their competencies and expertise, which has an impact on organizational performance. Although training programs have been carried out, the gap between employee capabilities and job demands is still a challenge that needs to be overcome. The structural dimension analysis reveals that coordination between work units is not optimal, with overlapping authority and division of tasks. Limited physical and digital infrastructure are also inhibiting factors in the operations of BPPKAD West Papua.
