The Edge of Risk Management in Health Sector Public Organizations: Bibliometric Analysis

Abstract: Abstract This study examines a decade trend in risk management literature within health sector of public organizations. Qualitative literature review was conducted using 252 documents retrieved from the Scopus database, covering the period from 2015 to 2025. Study focuses on risk management, public organization, and public health to ensure sector relevance. Bibliometric methods using VOSviewer enabled mapping of author networks and thematic clusters, revealing 26 authors with at least two publications and distinct scholarly groupings. The analysis identified a concentration of publications between 2020 and 2022, alongside emerging research streams indicated by recent contributions. Co-occurrence analysis of keywords, conducted using both binary and full frequency measures, identified thematic clusters centered on key issues including pandemic, policy, quality of care, and patient outcomes. Findings reflect a paradigm shift from traditional risk assessment approaches to more integrative, technology-driven strategies. Data provides insights into the evolution of risk management practices in health sector public organizations, acts as preliminary study for policymakers and practitioners about the trends, gaps in current research, and opportunities for enhancing organizational resilience.
