Abstract:
Abstract This study systematically examines the developmental dynamics and strategic pathways of China’s shipping financial market through the PEST analytical framework, emphasizing the political, economic, social, and technological dimensions of the macro-environment. Driven by global trade restructuring and carbon neutrality objectives, China’s policy instruments—including the Belt and Road Initiative and dual-carbon strategies—have catalyzed a green and digital transformation in shipping finance. The research reveals that policy-driven international collaboration, accelerated adoption of green ship technologies, enhanced supply chain resilience requirements, and the integration of fintech are collectively shaping a new ecosystem within this market. However, structural contradictions persist between globalization-driven opportunities and regionalization-related risks. These contradictions manifest as intensified competition for international shipping standards, deficiencies in cross-border carbon accounting systems, and challenges related to digital transformation for small- to medium-sized enterprises (SMEs). To address these issues, the study constructs a four-dimensional dynamic impact model and proposes innovative mechanisms, including a “dual-circulation” carbon finance corridor and federated learning systems for shipping data governance. It emphasizes a tripartite development strategy that integrates policy synergy, digital empowerment, and talent cultivation. This approach provides theoretical support for balancing global expansion with localized risk mitigation in the realm of shipping finance.
