Abstract: Abstract Marine ecotourism significantly contributes to the blue economy by promot-ing sustainable economic growth, enhancing local livelihoods, and conserv-ing marine ecosystems. This study examines strategies and implementation models for developing sustainable marine ecotourism in Bali, Indonesia, with a focus on biodiversity rich sites such as Tulamben and Amed. The research objectives are: (1) to identify the role of marine ecotourism in sup-porting the blue economy, (2) to analyze community-based approaches that integrate conservation and livelihood improvement, and (3) to formulate strategies for sustainable marine ecotourism development in coastal destinations. Using a qualitative descriptive approach, data were collected through field observations and in depth interviews with ten purposively selected in formants, including local community leaders, dive operators, and government stakeholders. Key strategies identified include strengthening community capacity through training in marine conservation and entrepreneurship, adopting ecofriendly infrastructure such as mooring buoys and solar powered facilities, fostering multistakeholder governance through partnerships among local communities, NGOs, and government agencies, and promoting environmental education through eco certification programs for dive operators. Case studies from Tulamben and Amed illustrate successful community based ecotourism models that balance tourism development with ecosystem protection, making them replicable frameworks for other coastal regions in Indonesia.
