Abstract: Abstract Business intelligence (BI) holds strong potential to boost the competitiveness and adaptability of micro, small, and medium enterprises (MSMEs), particularly within the context of smart cities. This study investigates the role of BI in supporting MSME development in Indonesia’s new capital, Ibu Kota Nusantara (IKN), by examining the gap between academic research and national policy. A bibliometric analysis of 203 Scopus-indexed publications (2010–2025), conducted using VOSviewer, identified six main keyword clusters centered on innovation, decision-making, data analytics, and cloud-based tools, yet showed minimal focus on smart city or policy integration. Complementary content analysis of IKN policy documents revealed strong government support for digital infrastructure, open data platforms, and MSME participation, though references to BI remain limited. These findings highlight a disconnect between scholarly research and policy direction, while revealing strategic opportunities to align BI adoption with inclusive smart city goals. The study contributes to theory and practice by advocating stronger BI integration in MSME empowerment efforts within IKN’s digital ecosystem.
