Abstract:
Abstract In this chapter, we analyze how development was launched in the United States and Japan by focusing on the role of “policy support”. We argue that in the United States, a large amount of public support was generated by the confluence of different policy intentions, which supported early development. In Japan, development was triggered as a follow-up action for US predecessors such as DuPont and Dow. There, it becomes clear that US government policy indirectly influenced Japanese companies through the actions of US public institutions and private companies.
