Chapter Chapter 33 in Public Administration and Regional Management in Russia, 2020, pp 291-298 from Springer

Abstract: Abstract The chapter considers the specifics of the formation of managerial competences of a leader in the field of personnel management of an educational organization. The authors distinguish the concepts “competence” and “competency.” The authors designate two groups of managers: non-pedagogical specialists who have successfully proven themselves in the labor market in the field of personnel management and pedagogical specialists who have shown their professional image in the educational system. The competence model of the head of an educational organization is considered; it includes three components of competency: key, basic, and special. In addition, the authors consider the sociopsychological competency of the leader in the process of personnel management of the educational organization.
