Abstract: Abstract Human capital is considered as the main economic resource of the world, global and national economy. Both the number of labour resources and their quality are analysed. At the same time, special attention is paid to the availability of the resources of knowledge and entrepreneurial skills. Considering that human capital develops under the strong influence of the social sphere, the models of the state's social policy are analysed.
