Abstract:
Abstract This chapter discusses the economic factors that contributed to apprentice discontent, notably the economics of human capital and of buyer power in training markets. Those factors are linked to the reasons for the employer to provide apprenticeship and the accessibility for young people of alternatives to training, both full-time schooling and regular youth employment. The scope for apprenticeship to legitimate low trainee pay is also considered.
